Proclamation 10887 grants clemency for offenses relating to January 6, 2021

E-2026-0003 January 20, 2025 VERIFIED MODIFIED ENACTED Promise: KEPT

Across the 2022 to 2024 period Trump repeatedly promised pardons for people charged over the events at the United States Capitol on January 6, 2021, including at a Conroe, Texas rally on January 29, 2022. Proclamation 10887 was signed January 20, 2025 and published January 29, 2025 under Federal Register citation 2025-01950. It commuted 14 named sentences to time served, including that of Stewart Rhodes, granted a full, complete, and unconditional pardon to all other individuals convicted of offenses related to the events, which covered Enrique Tarrio, and directed the Attorney General to pursue dismissal with prejudice of all pending indictments.

Context

This entry is marked verified_modified because earlier accounts placed Enrique Tarrio among the 14 commutations; the proclamation text lists 14 named commutations that do not include Tarrio, who was covered by the blanket pardon clause instead. The figure of approximately 1,500 people pardoned comes from Trump's own remarks at the Oval Office signing and is not a count drawn from the proclamation text. The promise as stated in the campaign was for full pardons; the proclamation granted pardons to most and commuted rather than pardoned 14 sentences.
