USMCA enters into force, replacing NAFTA
The 2016 campaign promised to renegotiate or withdraw from the North American Free Trade Agreement. The Agreement between the United States of America, the United Mexican States, and Canada entered into force on July 1, 2020, replacing NAFTA. The implementing statute was the United States-Mexico-Canada Agreement Implementation Act, Public Law 116-113, approved January 29, 2020. Context
The agreement was negotiated, signed, and ratified through Congress rather than imposed by executive action, and it retains the trilateral structure of the agreement it replaced rather than ending it. Proclamation 10053 is the presidential instrument implementing entry into force; the entry-into-force determination itself was the Trade Representative's April 24, 2020 notification to Congress under section 101(b) of the Implementation Act, as recited in the proclamation.
